NHTSA is grappling with how to address nearly 75 safety standards for self-driving cars, many of them written under the assumption that a licensed driver is in command of the vehicle using traditional controls. In addition to Waymo's latest plea, major automakers this week acknowledged complex issues surrounding testing, acquiring and evaluating fully autonomous vehicles, suggesting final safety rules are years away.
