FCA failure on recalls 'obstructs' oversight, NHTSA says

Fiat Chrysler Automobiles faced heavy criticism from NHTSA officials today in a rare public hearing to determine whether the automaker violated U.S. safety laws with its handling of 23 recalls affecting more than 11 million vehicles.
