AutoNation, Penske return SBA loans

AutoNation, the biggest U.S. dealership group, voted Thursday to return the Paycheck Protection Program funds, after new federal guidelines were issued. No. 2 Penske Automotive made its decision the day before. Other big groups didn't apply.
